Abstract

The contribution of the evaluation of social impacts of projects, within the framework of the Process of Environmental Impact Assessment (AIA) institutionalized in Portugal, has faced some difficulties, both for reasons associated with the stabilization of the theoretical and methodological framework of "social assessment "in the context of the social sciences, or by the existence of constraints related to the cultural and organizational contexts of the EIA. Considering the Environmental Impact Study (ElA), the instrument, par excellence, to support decision making in the EIA Procedure phase, proposes a critical reflection on the role that it has played in the evaluation of social impacts, taking as a representative case the terms of reference of the Social Component of the Caderno de Encargos da Estradas de Portugal- EPE (EP-EPE) for the completion of ElA of road infrastructure in the pre-study phase.
