Focus and Scope

The Millenium Journal is a peer-reviewed scientific journal, property of the Polytechnic Institute of Viseu, hereinafter referred to as IPV. It is published by Polytechnic Institute of Viseu the Centre for Education, Technology and Health Studies (CI&DETS), a R&D Unit of the Polytechnic Institute of Viseu. The journal is published every four months (special extra editions will be released whenever deemed appropriate) and is available freely in electronic format. It has an international extension and is published in a bilingual format, although its English version is mandatory.

 

Mission

Bearing in mind that scientific knowledge combined with current philosophical knowledge are the pillars upon which the best professional practices are built, practices that are based on the best levels of evidence and grades of recommendation, we consider that one of the most important missions of the journal is to disseminate the different products that come from the scientific, pedagogical and technical processes. It also aims to foster the sharing of information, critical discussion and debates and to create channels that will bring science, the business/industry fabric and communities closer. To achieve such an objective and to enable scientific and technical knowledge to become part of scholars, professionals and ordinary citizens’ real world, all the articles must be original and scientifically relevant.

 

Objectives

The Millenium Journal’s main objective is to disseminate scientific knowledge that was produced in the fields of Life and Healthcare Sciences, Agriculture, Food and Veterinary Sciences, Education and Social Development Sciences, Engineering, Technology, Management and Tourism. This way, it will help provide opportunities for permanent professional development and professional updating, becoming a means of communication between scholars, experts, professionals and the ordinary citizen/ general public.

 

Editorial Policy

With a multidisciplinary scope and mission, the Journal publishes scientific articles, technical and scientific articles, theoretical studies or applied studies resulting from an original research process in such different scientific areas or fields as Life and Healthcare Sciences, Agriculture, Food and Veterinary Sciences, Education and Social Development Sciences, Engineering, Technology, Management and Tourism and in fields that are linked to education and research works that are developed within the polytechnic system in Portugal and abroad.

The editorial policy follows the Directory of Open Access Journals – DOAJ criteria, without any cost or fees of any kind to the author or the reader.

The review process will be entirely handled in a double-blind peer review system in order to preserve the authors and assessors’ identity. Peer Review Process

1. The Review Board of the Journal is composed of national and international individuals of recognized academic and scientific merit;

2. The selection of the members of the Review Board is the responsibility of the Editorial Team of the Journal, and the participation may be a permanent or temporary basis;

3. It is up to the Reviewers to assess the quality of the texts submitted for publication and to draw up their scientific and technical opinions within the deadline set.

4. The articles proposed for publication are submitted to a blind peer review system, according to the criteria described below, subject to the specific nature of the articles:

a) Relevance of the article for the dissemination and the development of its scientific area;

b) Originality (significant or innovative contribution);

c) Objectives (formulation and suitability);

d) Accuracy (correctness and precision of concepts);

e) Methodology (adequacy and in depth approach to the subject; respect for the ethical standards of scientific research and publication);

f) Results (rigor in the presentation, analysis and discussion);

g) Conclusions (innovative or confirmatory knowledge contributed by the study; technical and scientific implications of the study; limitations; future research lines);

h) Up-to-dateness and rigor of the bibliography used (accuracy of citations; precise and rigorous reference technique);

i) General quality of the text (objectives to be achieved; logical and balanced structure; clear and coherent exposition; objective and factual style; grammatical correctness and language rigor);

j) Adequacy to Millenium's editorial policy and standards presented on the journal's website.

5. The assessment of the article is done anonymously by two or more reviewers according to the appropriate evaluation tool.

6. Reviewers have at their disposal an evaluation grid for article quality. It is available on the Journal's website.

7. Reviewers are given the maximum period of 4 consecutive weeks, from the date they receive the text, to proceed with the evaluation of the article and give their opinion on it. The Editorial Team reserves the right, in specific cases, to change this deadline. The IT system generates reminders to alert the Reviewer of the deadlines of the review process.

8. If it is not possible to review the texts, reviewers must inform the Section Editor within a maximum of eight (8) days after receiving them, so that the editor can send it to another reviewer. When a reviewer fails to meet the set time, they are removed from the review process and it is assigned to a third party

9. The classification of the quality of the articles is made according to four levels: Level A (the article must be published, with no alterations); Level B (the article can be published with some changes); Level C (the article can be published only if the changes suggested by the reviewer are taken into account; the new version of the paper requires evaluation); Level D (the article does not meet the requirements for publication).

10. Authors receive the Editor's appreciation and an anonymous copy of the reviewers' opinion along with the evaluation and comments to the authors.

11. Authors must make the necessary changes and submit a new version of the article within a maximum period of 30 days after being notified, which may be exceptionally revised by the Editor's decision.

12. The reviewers are entitled to submit a favourable opinion subject to the recasting of the article.

 

REVIEWER MANUAL

 

From the Arbitration Process to the Evaluation Mechanism

Peer review is a constructive process, so reviewers, in addition to evaluating the scientific content of the article, should contribute with criticisms and recommendations for its improvement. The opinions/comments of the reviewers will be sent to the authors when justified. However, the authors of the article will not know the identity of the reviewers.

1 - All articles submitted to Millenium will be object of evaluation of their quality and technical-scientific merit, through a process of peer arbitration, with a double blind review.

2 - The arbitration and evaluation process begins after receiving the article submitted and culminates with its publication or refusal. It is supported in the 9-Step Decision for Publication Flowchart ABCDEFGHI: A- Code Assignment; B- Pre-analysis; C- Peer review; D- Review Supervision; E- Technical and documentary review; F- Final review; G- Translation; H- Composition, Graphic Design and Layout; HTML; I- Disclosure in databases.

A - Code Assignment: All articles submitted to Millenium receive a numeric identity code to support the arbitration process, in a double blind review system, preserving the identity of both authors and reviewers

B - Pre-analysis: After receiving the article, the Section Editor/Special Editor makes an initial evaluation that will focus on the suitability and relevance of the editorial policy. If the article meets the requirements and is recommended to enter the review process, the Section Editor/Special Editor submits the article to the Urkund Program, in order to avoid situations of plagiarism. If it passes the editor’s pre-evaluation section, the article enters the blind peer review stage. If it does not pass, the Section/Special Editor requests the missing documents or notifies the authors of the refusal of publication.

C - Peer Review: The Section Editor/Special Editor refers the article to two reviewers in the field of expertise of the manuscript under review. They shall evaluate and issue their opinion from their reserved area. The final result supported by the evaluation tools specific to the article under analysis will be expressed in Level A (the article must be published, with no alterations); Level B (the article can be published with some changes); Level C (the article can be published only if the changes suggested by the reviewer are taken into account; the new version of the paper requires evaluation); Level D (the article does not meet the requirements for publication).

When there is no agreement between the opinions of the reviewers, or in case of justified doubts, the Section Editor shall refer the article to the opinion of a third reviewer

In the case of acceptance subject to revision or reformulation, new dates will be established for the reformulation and for the subsequent revaluation process

The opinions will focus, inter alia, on the following topics:

      a) Relevance of the article for the dissemination and the development of its scientific area;

      b) Originality (significant or innovative contribution);

      c) Objectives (formulation and suitability);

      d) Accuracy (correctness and precision of concepts);

      e) Methodology (adequacy and in depth approach to the subject; respect for the ethical standards of scientific research and publication);

      f) Results (rigor in the presentation, analysis and discussion);

      g) Conclusions (innovative or confirmatory knowledge contributed by the study; technical and scientific implications of the study; limitations; future research lines);

      h) Up-to-dateness and rigor of the bibliography used (accuracy of citations; precise and rigorous reference technique);

      i) General quality of the text (objectives to be achieved; logical and balanced structure; clear and coherent exposition; objective and factual style; grammatical correctness and language rigor);

      j) Adequacy to Millenium's editorial policy and standards presented on the journal's website.

D - Review Supervision: Upon the authors' answer to all of the reviewers' recommendations, the Section Editor/Special Editor submits the article, if applicable, for consideration by the statistical and language Reviewers. Once the Opinion of the Section Editor/Special Editor is given, the same will then undergo a technical and documentary review.

E - Technical and Documentary Review: Documentation technicians check the adequacy of the descriptors (if applicable) and the normative format of the bibliographic references, and the translators check the language.

F - Final Supervision: The text of the article is checked from a morphological and syntactic point of view. The final publication decision will be communicated to the authors, along with the anonymous opinions of the reviewers, only in cases where the Section Editor/Special Editor believes it should be justified. The final publication decision is up to the Chief Editor, taking into account the opinion of the Section Editor/Special Editor.

G - Translation: After deciding its acceptance for publication in Millenium, articles written in Portuguese and Spanish will be translated into English, level A, by the author. It is also up to the author to ensure a certified translation and submit the translated version within the timeframe set by the journal.

H - Composition, Graphic Design and Layout and DOI Assignment: Articles in bilingual format are rendered and the Digital Object Identifier (DOI) is assigned. This last phase is under study

I - Digital dissemination in databases: Documental Technicians create metadata (HTML, XML and selective dissemination materials). The articles are available in full text and freely accessible on the journal's page. They are also sent to all databases, indexers and dissemination circuits.

 

Monitoring and recording the article management cycle

For internal control purposes, the following will be registered on the Millenium platform:

      a) Article code;

      b) Date of the submission/reception of the article;

      c) Date of the submission to the reviewers of the articles for evaluation;

      d) Date of the reception of the opinions of the reviewers;

      e) Date of the acceptance or non-acceptance for publication;

The dates of reception of the article and its acceptance for publication will appear at the end of the article during the time of publication.

 

Invitation to submit articles

The journal, which will be 20 years old in 2016, welcomes the cooperation of anyone who is interested in participating and constantly accepts any proposal for the submission of articles. The authors may submit their texts for publication on the Millenium’s website. They have, nonetheless, to respect the cooperation indications and the rules and standards set for the presentation, available on the journal’s website.

Professors, Researchers, Professionals, Students of Higher Education and Common Citizens with interest in the areas of life and health science; agrarian, food and veterinary science; education and social development; the fields of engineering, technology, management and tourism.

 

Publication Frequency

Regular publication, with quarterly periodicity (in February, June and October), (additional editions occurring whenever considered appropriate).

 

Open Access Policy

The Millenium Journal offers immediate free access to its content, following the principle that providing free scientific knowledge to the public provides greater global democratization of knowledge.
