Abstract

The present paper will begin by providing a framework relating to the development of plans for the prevention of corruption-related risks in Portugal, namely through the citation of select international and national instruments. It will then attempt to provide a contribution to the clarification of the essential requirements of risk mapping, which necessarily precedes the drafting of the abovementioned plans. Finally, the article will provide a commentary on the formal and material requirements that prevention plans must fulfill, through the densification of legal criteria, and based on international best practices and comparative examples, with the aim of circumventing the lack of guidance relating to said plans to date.
