Disasters prevention

Abstract

As part of the construction of a new Disaster Law based on prevention, in a scenario of perception of more and more expensive catastrophes, an attempt is made, in the first part, to understand the limits on the prior, early and preventive assessment of disasters, and, in the second part, to analyze the way in which prevention has been legally building, from the international to the national level.
