The author makes a critical analysis of the Healthcare Basic Law, passed in July 2019, comparing with the proposal of the commission presided by Maria de Belém Roseira, in particular in the most politically controversial topics of financing, moderating fees, relation of the NHS with other sectors and the careers of health professionals. It applauds some points of evolution and criticizes some cases of atavism and lack of legislative ambition.
