This issue of e-Pública focuses entirely on a reflection on the state of emergency and the crisis in the context of the Covid-19 pandemic. As this is a global issue, it has, from a legal perspective, the particularity of being the first time, under the 1976 Constitution, that a state of emergency was declared; under its provisions, certain fundamental rights were suspended and exceptional measures restricting freedom were taken which, with the persistence of the pandemic, tend to be prolonged or renewed.
