Abstract
This article analysis the profound changes and the diversity of new agents that are emerging and tranforming therelations within the international arena. In particular, it is proposed that the post war concept of Collective
Security, or the idea of conscious slackening of multilateralism after the Cold War, have been substituted by a
feeling of collective insecurity and of political and North-American military unilateralism, with negative spillovers
especially in the Muslim world, but also in the Westerns societies. These negative spillovers are observed in terms
of the collective instability climate arising from the 11 September attacks, the inability of Western societies in
accomodating migrating flows, and the intensification of the cleavage between the north and the south.
