Abstract

The analysis of the stakeholder strategy is one of the stages of the prospective methodology, known as the Scenario Method; this methodology was applied in the Zona Oeste. From the analysis of the strategies of the actors involved and their relations of force, the germs of change and the key issues for the future were detected in order to draw possible scenarios: It is a method that incorporates qualitative information alongside the quantitative kind, and which has been successfully applied as a decision support tool. The purpose of this paper is to present the Actors Strategy method, which incorporates elements of different methodologies: Content Analysis, MACTOR Method (ACTores Method, Objectives, Relationship Relations) (Godet, Michel: 1993), and cluster analysis. We present the MACTOR method and its proposed extensions, as well as the results obtained in the analysis of the dynamics of change in the this region.
