Abstract

In Portugal, the housing issue has always been treated as the poor relative of politics. Despite continuing to hit cities, towns, other urban centers and, essentially, thousands of families, the housing issue remains oblivious to public policies. It is not even a lack of funding. It is a lack of policies, strategies and planning. It is about consensualizing measures with local actors. It is about giving institutional effectiveness to the instruments created.
