Abstract

Amid the growing narrative of a crisis of international multilateralism, instruments and collective frameworks are increasingly being questioned across the board. How to think of these developments in terms of the Atlantic and how to understand this space from the multilateral point of view further south? This article argues that there are specificities of their own, which help to better understand the evolution of institutional supply in recent years. With a focus on the challenges and opportunities associated with informal cooperation dynamics between the two banks, governance mechanisms for the South Atlantic are analyzed with different assumptions, scope and results. It is concluded that there is a need to address both the existing multiplicity of the multilateral offer and the recurring operational irregularity, in order to be able to properly characterize this regional space.

Investigador do Centro de Estudos Internacionais do Instituto Universitário de Lisboa (CEI-IUL), Professor Auxiliar Convidado do ISCTE-IUL e Assessor do Instituto da Defesa Nacional (IDN). É doutorado em Ciência Política pelo Instituto de Ciências Sociais da Universidade de Lisboa (ICS-Univ. Lisboa) e tem publicado na área de Relações Internacionais, Segurança Internacional, Dinâmicas Regionais do Atlântico Sul e Security Capacity-Building em África.
