Um Novo Paradigma Para a Segurança: Atores de Segurança Interna

Abstract

Security, a fundamental right of citizens, is today a complex phenomenon, associated with an asymmetric and unpredictable framework of threats and risks that is difficult to perceive and to act on in the traditional model of the organization of security systems. Changing the security paradigm, given the current picture of risks and threats and the need for cooperation on a global scale, obliges States to redefine their security systems. Everything seems to point to a new era in security policies, where new concepts and actors emerge, where policies of decentralization and proximity are defended, and calls for citizen participation, where information systems require more intelligence and on-time action, in the prevention and fight against crime, where cooperation and the exchange of information play a central role. The SSI in Portugal, a multi-level model with identification of the actors and competencies and defined action lawyers in association with normative instruments in criminal investigation, information services and technological platforms, highlights the complexity of the Concept and system. This system tends to broaden its base horizontally - more actors. Nevertheless the state should not lose its position in the control and overview of the security system, as main actor and sovereign.
