Abstract

Resulting from a project of a larger research, and taking the Financial Systems of the Agricultural Sector for its target, this text is a global view of a short term credit form recently instituted - The Emergency Agricultural Credit. Created in April 1975, the E.A.C. was, along this period of time, submitted to a processus of relevant changes, that kept it far from its initial conception; but it acquired its own internal logic, which gave it a relative solidity. Thus, in spite of its announced extinction, it has nevertheless played so important role among peasants, collectiv units of land exploitation and agricultural institutions. The author wants to analyse the E.A.C. in the context of a certain evolution of political directions (from 1975 to 1978) and within the framework of social and economic reality that modelled attitudes and actions more or less receptive to the innovation it meant. After referring the legal and institutional framework in which the concrete experience of the E.A.C. acting occurred, one analyses the progress of its implantation in space and time, and its regional distortions are underlined as well as the swelling it suffered on account of some concrete legislative measures. On one side, this analysis centers itself in the main operations whichnmaterialize the E.A.C. circuit of attribution (avals granted, Bank responsabilises assumed, credit to the peasants) and, on the other side, in the identification of its main beneficiaries or users and of the most important destinies of the loans already made.
