The organization of political behaviour and the stabilization of the field of production of political strategies are directly dependent on the continued existence of political differences which segment or fragment the social system and the electoral universe. This article deals with the essential difference between fragmentation and segmentation for the organization of the political system and for the conception of strategies. On the basis of this difference, which makes it possible to distinguish between different types of political procedure, it is possible to identify the series of effects resulting from loss of relevance of the traditional political rifts found in modern society and the types of political power which are better able to stand up to a new context of lack of references, of orientation and of order.
