Rural Cities and the Missing Strategies: A Note from the City of Covilhã

Abstract

In the present text a brief characterization of the national urban system is carried out. The dynamics in progress and the main problems and the evolutionary perspectives are evident. The situation of low-density areas in the interior of the country is contextualized. The role of cities in regional development, the need for an integrated vision of problems and solutions, and the possibility of reaching consensus among agents and actors diversified social policies.
