Reflexions about social and residential vulnerability in informal settlements of the hills of Valparaiso, Chile

Abstract

The fire occurred this past April 2014 has given place to a series of reflections about the conditions and risks that thousands of families who inhabit the hills of Valparaíso live. Applying in depth interviews to female residents of these hills, this study points towards the understanding of the conditions that first made them inhabit these areas, visualizing the slow and infinite process to construct their homes in high risk areas. Moreover, we identify State and local government action in an attempt to improve conditions, but that, contrary to their purpose, reinforce the risks. In this sense, natural disasters, far from beings punctual episodes, are a constructed process, where the risk factor is not only geographical conditions, but also structural and social conditions which accentuate the risks. In conclusion, the risks of natural disasters in the residents of Valparaíso’s hills are the result of social and residential vulnerability and the actions of the public system.

O incêndio ocorrido no passado abril de 2014 proporcionou uma série de reflexões a respeito das condições e riscos em que vivem milhares de famílias habitantes dos morros de Valparaiso. Aplicando entrevistas em profundidade a mulheres residentes nos morros e “quebradas”, o estudo permite compreender as condições que as levaram a habitar naquelas zonas, visualizando o lento e infindo processo de construção de suas moradias e assentamento nessas áreas de risco. Além disso, identificam-se algumas ações do Estado e do município na intenção de melhorar tais condições, mas que, ao contrário de seus propósitos, vêm a reforçar os riscos. Nesse sentido, conclui-se que os desastres naturais, longe de serem episódios pontuais, são uma construção na qual está presente o entorno geográfico como fator de risco, mas também condições estruturais e sociais das famílias acentuam tais riscos. Em conclusão, os riscos a desastres naturais das populações dos morros de Valparaiso são o resultado de uma vulnerabilidade social e residencial, e da atuação do poder público.
