Resumo

The article investigates Cabral's legacy in Portugal. Cabral's actions influenced the outcome of the Portuguese revolution in the past, and today his memory can be crucial in building or consolidating leadership among Afro-descendants or less privileged groups. Organised minorities can provide or negotiate better social policies by identifying and prioritising social needs. Civil society organisations and social policies can bring about change by interacting with traditionally neglected populations and neighbourhoods.
