Institutionalisation and public policies of sports and leisure in Rondônia: reality in the Amazon

This text is a research resulting from the Implementation of the "Centre for Research Development in Sports and Leisure Policies - CDPPEL, of the Network Centre for Studies and Sport and Leisure - CEDES of the State of Rondônia. The research aims to analyse the institutionalisation of sports entities in Rondônia, in the period from 1980 to 2022.
The Center's objective was to systematise actions aimed at production and socialisation, within the scope of social policies of sport and leisure, expanding academic-scientific opportunities to researchers in order to foster the training of new researchers/scientists under the guidance of studies based on the Humanities and that contribute to the qualification of public policies of sport and leisure; without losing sight of the particularities, potentialities and needs of the state of Rondônia.
The CDPPEL is composed of the project “Public Policies of Sports and Leisure in Rondônia: From the guidelines and records to the Institutionalized reality”, whose proposal was divided into five dimensions: The first is related to the guidelines of the national, state and municipal spheres that guide the sports system and the relations with the local power; the second records the performance sport, the structure and its relations in relation to the State Council of Sports and Leisure - CONEDEL, the Federations and their sports calendars, the Academies and their role in the preparation of athletes, institutionalized Games (Games of the State of Rondônia - JOER, Intermunicipal Games of Rondônia - JIR, Games of Indigenous Peoples), University Games and Parasport; the third dimension comprises the Sport of Participation and Leisure and aims to study the structure of the Municipal Councils of Sports and Leisure, the municipal institutions, as well as the analysis of the calendars of activities and sporting events of the municipalities. It covers private institutions related to the sport of the segment of commercial, extreme sports and sports in contact with nature and the public context, the sports and leisure activities carried out by the municipalities by region of the state; already; the fourth elevation the School Sport, studies the structure and how the practices of sports are constituted at the student, educational level, covering the school and university, and its relations with the state sports system, as a sport of performance and; the fifth and last dimension acts in the Basic Sport, which appears in the context of the relations between the previous dimensions as a developing structure, indicating the need for its development.
Regarding sports institutions and entities, the research identified that they are interrelated in the sports system in Rondônia, according to the number described: 1 State Council - CONEDEL; 43 registered sports entities; 6 Municipal Councils; 41 Sports federations - having information from 21 federations; 2020 academies registered in the period from 1980 to 2022 (Condic. + Dance + Sports) – identifying, in this period, the permanence of 1642 units; 52 Municipalities in the state of Rondônia.
In addition, there are 77 academic Athletic Associations from federal and private-public institutions in the state, 6 of which are disabled and 71 active, and 3 Games institutionalised at the level of performance sport, and there are still indications of possibilities and approximations with the Sports and Leisure Program of the Cities - PELC, as well as indicate the incipience in basic sports, for children and adolescents, as a public policy.
The results indicate that the research achieved its objective, as it catalogued the sports institutions of the State of Rondônia. As a consideration, it is possible, in a preliminary way, to highlight the meaning of conducting this research in two complementary stages: establishing contacts and relationships. There were some difficulties regarding data return, turnover of managers, evasive responses, and absence of data. However, on the other hand, there was a demonstration of support and collaboration from the municipalities that provided information. Similarly, it was possible to gain a deeper understanding of the reality and specificities of certain municipalities that stood out in the work with sports. Based on the data obtained, the magnitude of the information in terms of quantity and relevance is perceived, which will enable the integration of the data with highly relevant information.
