Abstract

The metamorphosis of security is one of the most striking features of the current changes in the international system. Namely, the extraordinary.increase of low-intensity conflicts, which are characterized by the relative
indifferentiation between military and non-military threats, that is, its
extreme ambiguity. Another significant dimension, as a result of the on-going deterritorialization, is perceived in the end, not of states, but of sovereignties, which, I argue, implies a re-evaluation of the very nature of contemporary states.
The third methodological challenge we face, brings up the need to
integrate the so-called mixed-actors as a significant factor in the explanation of current international outcomes. Lastly, the analysis of the impact of globalization and of its related world society model, suggests some remarks: the world is not a totally, rather is very different. The corollary of this article attempts to argue that only
stronger democracies will be able to diminish the probability of war. The international system is still, in my view, best defined as a system of armed peace as Nicolas Oresme brightly advanced in the XIV century.
