This article examines European military preparedness through the lens of its structural fragmentation. It argues that diversity can become a strategic asset. Drawing on Ukraine’s experience, it highlights the emergence of a “digital trinity” – government, people, and armed forces – as a driver of innovation. Europe lacks a true genetic strategy. Instead, it relies on structural and operational strategies under NATO and EU programs. However, these lack systemic coherence. The paper proposes institutionalizing flexible clusters, launching national fact-finding missions, and creating a network of military units. These units would conduct experimentation campaigns under the European Defence Agency. The goal is to form a European Unmanned Systems Corps. Europe
must move from an industrial paradigm to a digital, modular, and interoperable approach. Only then can it confront hybrid threats and compete technologically with global powers. If properly harnessed, fragmentation could become the catalyst for a new European security architecture.
