Security and defence in the Portuguese-speaking African countries have been predominantly examined through perspectives centred on governmental action, military cooperation, and regional and international frameworks. This study introduces a complementary analytical perspective by privileging the parliamentary dimension of democratic security governance, with particular
attention to interparliamentary cooperation developed within the Parliamentary Assembly of the Community of Portuguese-Speaking Countries. Drawing on a qualitative approach that combines documentary analysis and a critical review of the
literature, the study examines the limits and potential of parliamentary involvement in contexts characterized by institutional fragility and concentrated decision-making. It argues that, although the Parliamentary Assembly of the Community of Portuguese-Speaking Countries lacks binding instruments and decision-making authority, its relevance lies in the circulation of shared political references concerning constitutional legality, political accountability, and control over the use of force, thereby contributing to the political framing of security within the Lusophone African space.
