Guinea-Bissau represents a paradigmatic case of state fragility in West Africa, marked by recurring political instability and limited sovereignty projection. This article examines the relationship between state fragility and maritime sovereignty, assessing the role of Lusophone cooperation in security sector reform. Using a qualitative methodology based on documentary analysis (2010-2025), literature review, and participant observation, it argues that the inability to control the Exclusive Economic Zone (EEZ) constitutes a
structural vulnerability factor. It concludes that Lusophone cooperation may contribute to stabilization if embedded in a broader multilateral governance framework.
