The article analyses the dilemma in the evolution of the CPLP’s potential, understood as the gap between latent assets and their irregular conversion into collective capability. The research draws on a systematised review reported through PRISMA and content analysis, organising recurring themes across three decades. The results highlight potentialities associated with knowledge,
science and digital transformation, language and culture, political-diplomatic coordination, and mobility and transnational networks. By contrast, limitations persist linked to asymmetries among member states, institutional fragility, scarce resources, variable political commitment, and external dependencies, compounded by systemic shocks. The operational comparison shows that
modular technical cooperation tends to be more readily convertible than agendas with high material and decision-making demands, suggesting implementation priorities and avenues for future research.
