The organizational network for hosting refugees in Portugal: an analysis from the perspective of multilevel governance

This paper aims to analyze the organizational network for the reception of refugees and asylum seekers in Portugal from the perspective of multilevel governance. Through literature review, document analysis and interviews with organizations, we sought to understand how the connections between the actors involved, the interdependence relations and the capillarity of their actions are conducted. By mapping the Portuguese governance scenario, it is possible to conclude that, although there is a growing participation of local organizations, the main decision makers are still located at the national level.
