Policies to support Micro Small and Medium Enterprises (MSMEs) in Angola. Case Study: Luanda - Municipality of Cacuaco

The general objective of this work was to analyze the policies to support micro, small and medium enterprises (MSMEs) in Angola. The specific objectives were to identify the business typology of small and medium enterprises in the municipality of Cacuaco in relation to opportunities; to verify the possibilities of financing MSMEs; to identify the main obstacles that limit the development of MSMEs; to verify government policies aligned to MSMEs in Angola. In this study we opted for the descriptive methodology, with a quantitative approach, with information collected from documental sources, associated with a survey carried out by questionnaire applied to the small and medium entrepreneurs of the municipality in a universe of more 500 MSMEs, we considered a sample of 100 inquired, for this research, to reference that the data collected were exclusively for academic purposes, as a tool for data processing, we used Microsoft Excel of the data obtained from the survey. The results of the analysed data revealed that MSMEs in the municipality of Cacuaco lack support, particularly financial and institutional support, and capacity building. More physical space should be made available for business development. There is also an excess of bureaucracy in the institutions in the process of legalization of MSMEs (and therefore many operate illegally) and difficulty in access to financing from financial institutions (the MSME entrepreneurs in Cacuaco, in their majority, started their business with their own capital and are unaware of the lines of support available to MSMEs from the government).
