Water policy in Portugal: from the hydraulic paradigm to the late modernity

This article proposes an historical analysis of water policies in Portugal, since late nineteenth century until today. It presents two interpretative hypothesis – the hydraulic paradigm and the State’s domain over waters – to explain the origin, development and transition periods within the policy domain. Finally, it presents current water policies in Portugal as an hybrid framework that constrains its sustainable development in the future.
