Using the example of the Ndau of Mozambique, this article seeks to interpret the significance of the social standing of traditional authorities in modern life and their role in state formation at the district level. It endeavours to show how, as in the colonial past, the Mozambican state has sought to use the traditional vaNdau authorities in administrative roles which can best be described as a kind of neoindirect rule.
