Reform of health systems demands strengthening of legislation in the sector. The principle aims of this article are to understand the practical implications of such reforms and to comprehend what regulation means in the health sphere, in which contexts it becomes indispensable, which aspects should be regulated, and what regulatory mechanisms (rules and incentive systems) there are in the health sector.
