Abstract

Many people throughout the first half of the twentieth century aspired to having a «steel industry», for reasons of «national pride» or as an essential element in industrial development. This article tells the story of the troubled predecessors of the Siderurgia Nacional (the Portuguese National Steel company), how this company was formed, and how the state developed, particularly in its decisions on technology, capacity and location.
