Decision-making processes in the European Union: the influence of the eurogroups

In this article, the eurogroups and the ways in which they work are described. The author concludes that, when choosing an EU level action channel, the eurogroups tend mostly to adjust the form of their activities not so much to the structural form (constitutional) of the governments, nor to the distribution of effective power, but rather to the degree of openness of the institutions.
