One of the keys to understanding the bilateral relations between Portugal and the Holy See lies in the way that the positioning of these two powers in the international system evolved during the 20th century. In the first part of this article, the cases and periods when the role of international factors in bilateral relations is evident are analysed. In the second part, the author presents a summary view of the evolution of the strategies of Portugal and the Vatican in the context of the international system.
