The justice crisis

The article first analyses the causes of the crisis, which synthetically leads, on one hand, to a huge increase in the demand for justice - due to the democratisation of the country, the urbanisation of society, greater social conflict and guaranteed full access to the law - and, on the other hand, a small, insufficient increase in the supply of justice - not enough judges, not enough courts, a shortage of mechanical and computer resources, outdated management of judicial secretariats and the progress of cases. The second part of the article presents a number of short, medium and long-term qualitative and quantitative measures. The basic idea is to try and adjust supply to demand through moderate control of demand and a substantial increase in supply. The reinforcement of the role of the President of the Republic as a guarantee of the great institutional balances within the judicial system is defined and explained.
