Abstract

Policy on emigration is a branch of social and economic policy which is difficult to understand without an overall perspective of the latter. It should always be viewed along with the immigration policies of the main countries taking in immigrants, to which it is almost always a response.  In her brief note, the author first deals with this aspect of emigration policy and then mentions the question of clandestine emigration. Finally, bearing in mind the fact that Portugal has always been thought of almost exclusively as a country of emigration, she defendes and justifies the need for this image to be reconsidered.
