The field of action of non-governmental organisations (NGOs), especially their development version (NGDOs), has traditionally been rural. The identity of these organisations, strongly marked by the social and political contexts of the 1960s and 1970s in Western Europe and the development model prevailing at the time (which was also strongly ideological), determined this localised option to the detriment of the urban field at a time when militancy and ‘solidarity between peoples’ were the watchwords in relations with the countries of the South, which were also founded on predominantly rural societies.
