Companion animals’ welfare as a constitutionally protected interest

Abstract
In any State, public intervention is not restricted to a single level of intervention. In a simpler institutional structure, there is at least one central decision-making level and one local level; in a more complex structure, rules may originate from international agreements, to be applied within a union of States. These rules are transposed into national legal frameworks and subsequently applied at national, regional and local levels.
