About the Journal

e-Publica – Public Law Journal is the first Portuguese Public Law Journal of open and unconditioned access, referenced in international scientific indexes, such as Latindex. The issues of the journal are free for readers and authors, pursuant to the global movement of open source, and are published three times a year by the Lisbon Public Law Research Centre and the ICJP – Instituto de Ciências Jurídico-Políticas, both of the Lisbon University Law School.

The journal operates, both nationally and internationally, as a catalyst of research in theory and practice of Public Law and related matters, adding up the advantages of the open-source movement to the excellence of contents and seeking to become a platform of pluralism and scientific rigor on which the main themes regarding this broad area of law are debated.

e-Publica includes papers of high scientific quality over matters of interest pertaining not only to the Portuguese legal system and legal systems of Portuguese speaking countries but also to the European Union countries and other legal systems that may be deemed relevant to a particular case study.

Issues of the Journal may include a special theme and a section of varia, the latter including several papers on Public Law and related matters. The special theme privileges current topics of social impact, thus favoring an interaction between the social and political dynamics and the academia.

In order to ensure the uniformity and the scientific quality of its contents, the acceptance of papers for publishing is subject to a system of double-blind peer review, innovative at the date of the foundation of the Journal, which guarantees the anonymization through the review of the submitted paper.

The Journal is funded nationally through FCT – Fundação para a Ciência e a Tecnologia, I.P., under the project UID/04310/2025.

The publication of articles in e-Publica is based on the editorial statute

Open Access Statement: e-Publica uses a Creative Commons licence for its articles (CC-BY 4.0).
The CC-BY 4.0 license enables readers to distribute, quote, and build upon the material as long as they give appropriate credit to the original creator. This license enables maximum dissemination and use of the licensed material while still ensuring proper attribution to the original author and is compliant with Plan-S.
Authors retain their copyrights, along with the freedom to use their research data without restriction.

The full text of all content is available for free and with open access without delay. There is no embargo period and no requirement for users to register to read content.
