The participation of society in urban planning and city management in Portugal and Brazil: legal instruments and application in housing policies

The participation of society as an effectively active agent in the conduct of urban public policies is very important, given the intense and direct relationship of individuals with the city in which they live. With the advance of urbanization, the housing issue has been increasingly at the centre of the debates. This demand gains momentum in the pandemic, a global health crisis fundamentally related to living, working and housing conditions. It is in this context of valuing citizenship that the work seeks to discuss the participation of society in urban planning and urban management in Portugal and Brazil, through the analysis of its legal foundations, seeking, in the end, to analyses the issue in the context of housing policies, denoting new challenges, in the post-pandemic. The research is bibliographic and comparative, because it analyses and discusses the doctrine of the theme from the perspective of the Brazilian Portuguese legal systems.
