Utilizing a conceptual framework that requires analysis of democratic civilian control and military effectiveness, the article compares and contrasts Brazil and Portugal. In Portugal the institutions have been established to achieve democratic civilian control and militar effectiveness, mainly international peacekeeping and humanitarian assistance. In contrast, in Brazil neither institutions ensuring democratic civilian control nor militar effectiveness have been established. The article argues that the differences in strategic culture are key to understanding the contrasting experience of these two countries.
