The Comprehensive Approach in the Horn of Africa

  • José Costa Pereira Adviser at the Africa Department of the European External Action Service and prior to that he was Head of the Pan-African Affairs Division at the EEAS. He has worked in the Ministry of Foreign Affairs (Lisbon), at the Portuguese Embassy (Tokyo) and has served as Consul-General of Portugal (Sidney). He worked as Diplomatic Advisor to the Minister of Home Affairs (2003) and was Director for European Bilateral Affairs at the Ministry of Foreign Affairs. Between 2003-2008 he was Head of the Political Section and Deputy Chief of Mission at the Portuguese Embassy in Washington. Afterwards, he was named Head of the Africa Unit in the European Council Secretariat and Head of the Task Force Africa Policy Unit of the High Representative in Brussels.
  • Dilarde Teilāne International Relations Officer for Somalia at the European External Action Service (EEAS) since 2014. Previously she was dealing with Maritime Security and Counter Piracy at Conflict Prevention and Security Policy Directorate of the EEAS and was part of the core team drafting EU's Maritime Security Strategy. Prior to that she was part of the then DG RELEX team representing the Commission at the EU Military Committee. Before that she was the Ministry of Defence Attaché at Latvian Permanent Representation to the EU covering political-military issues. In Riga she headed the Bilateral Cooperation Division at Latvian Ministry of Defence in charge of cooperation with both donor as well as beneficiary countries.

Resumo

The article acknowledges that the EU Comprehensive Approach is the right methodology and it should be used to contribute to tackle the complex problems the Horn of Africa is currently facing and its root causes. The authors recognize that only the joint employment of diverse tools and policies and by doing it in close co-operation with our Member States, it will be possible to have a meaningful intervention that will play its role in helping achieve stability and sustainable development in the region. The article takes the case of Somalia as a test case for the implementation of the Comprehensive Approach and concludes that the results have been encouraging. Notwithstanding the efforts made by the international community and the EU in particular, local ownership of the process and political will to restore a sustained peaceful environment remains crucial. The article concludes that the EU, collectively, has to define a common strategic vison, to focus on prevention, to mobilize existent strengths and capacities and to commit to a long-term Approach regarding crises in the region
