This article analyses the relationship between the Integrated Performance Management and Evaluation System in the Portuguese Public Administration (SIADAP 3) and the Public Administration Competency Framework (ReCAP). Based on a theoretical review and a documentary analysis of their regulatory framework, it argues that these instruments seek to reconcile objectives of professional development and competency enhancement with mechanisms aimed at comparability, standardisation and performance differentiation. To understand this tension, the article proposes the concept of the coherence paradox, understood as a situation in which formally coherent instruments may reveal limitations in achieving the objectives they are intended to accomplish.
