Les entrepreneurs publics et les risques pour l’innovation dans le secteur public

Cet article analyse les risques pour les innovations dans le secteur public conduisant à la mise en œuvre d’idées alternatives ou au retour aux anciennes pratiques. Des techniques quantitatives et qualitatives sont appliquées afin d’analyser les risques liés à la genèse et à la diffusion des Réseaux de Coopération pour la Prévention et la Lutte contre la Corruption au Brésil. La présence de cinq risques a été vérifiée: crises politiques, circulation des élites, présence de “passagers non payants”, barrières hiérarchiques et agendas restreints à des intérêts spécifiques. L’article a un impact sur le programme de recherche sur l’innovation dans le secteur public en soulignant la nécessité d’enquêtes futures sur le travail quotidien des agents engagés dans l’innovation.
