Carrying capacity in the planning and management of destinations: The case of natural tourism resources on the Pico Island

With the growth in tourist demand, the need to promote the management of tourist activity that ensures greater sustainability is reinforced. In this sense, the definition and application of management measures considering the tourist load capacity are increasingly relevant. The main objective of this study is to analyse the relevance of implementing tourist carrying capacity in territories and tourist products of great natural value, with application to the Pico Mountain climb and whale watching on Pico Island. It is also intended to assess the benefits that the valorisation of the tourism product in nature and adventure brings, supported by a responsible development model, and define strategies and actions for its viability, considering its ecological, economic, and sociocultural sustainability.
The approach begins with the development of the conceptual and methodological theoretical framework related to the sustainable development of tourist activity, with emphasis on nature tourism and the management of carrying capacity, from a perspective of planning and strategic management. From the literature review and the application of semi-structured interviews to a set of stakeholders in the region, it was possible to arrive at a set of proposals aimed at improving the management of these activities and resources. The results also allow us to question the need to establish an adequate methodology regarding the limits of carrying capacity and their communication.
