This article shows –through the concepts of “tactic” and “strategy” of Robert Folger– the development of the tactics of Gabriel de Rivera in the two strategies that the Philippines islands subjects had in order to contact with the King (the written petition and the neighbour power of attorney) at the 16th century. The Rivera’s goal by using his tactics was to guarantee his relation with the service against the Chinese corsair Li-Ma-Hong, which offered him the legitimacy of his news encomiendas, the support of the others encomenderos and the protection against his political enemy
