Climate change policies in Portugal: stances and networks of institutional actors

This article focuses on climate change policies in Portugal. It seeks to understand institutional stances about climate change and to draw the links between organisations on policy influences, sources of scientific information, collaborations and advice. It is based on a questionnaire survey of the main institutional actors. This study concludes that there is a consensus among institutional actors on climate change and support for mitigation measures. The network analysis shows the centrality of governmental actors and some closure of the sectors, which tend to function in “silos”, with weak institutional interactions in the period under analysis.
