Abstract

The legal framework for exploration, research, development and production of offshore oil in Portugal is flawed and, in order to be in line with the environmental protection constraints, requires articulation with various other legal frameworks, concerning environmental impact, prevention and recovery of ecological damage, and prevention of major accidents in offshore oil and gas operations. This article aims to explain how this articulation works, trying to answer some problematic questions.
