Abstract

In this essay we draw the distinction between the concept of social democracy and the concept of administrative state benefit. The first is characterized by extending to all citizens rights of equal freedom, and also by extending the representation of interests, needs and civic aspirations that were excluded form democracy. The second concerns the organization and the activity of the administrative state that has taken on the task of directly providing benefits to all citizens.
