Public authorities and the hotel sector: perceptions, cooperation, and challenges to social development in the municipality of Inhambane, Mozambique

Abstract

This paper analyzes the cooperation between companies in the hotel sector and government institutions in the municipality of Inhambane, aiming to enhance hotel practices in the context of corporate social responsibility and public policies towards the concomitance between the tourism development of the territory and the social development of the local community. Methodologically, the research follows a constructivist paradigm, presenting a qualitative character. In this context, three hotel directors, the Inhambane Hotel and Tourism Association, the Inhambane School of Hotel and Tourism and, also, nine governmental institutions are interviewed. The dimensions under analysis are those recommended by Midgley (2014) for social development praxis: human capital development, social capital development, job creation, contribution to microenterprises, asset creation, social protection and social planning. It can be observed that hotel practices have a tinge of labor precariousness, little assumption of corporate social responsibility, lack of cooperation with local government institutions, erroneous environmental postures, and little commitment to improve municipal welfare infrastructures. We conclude that it is urgent to normalize institutional relations between hotel companies and governmental entities, as well as to establish community consultation forums that allow for an effective participation of the local population in the planning of local tourism development.
