Abstract

In the matter of local autarkies discretionary powers when planning, it occurs often the subordination of a construction claim in a given area to the specifications of a future urban plan yet to be prepared. In this study, we present solutions to the Public Administration’s inertia concerning the preparations of those urban plans.
