On behalf of the principle of equality, SEEK-IF, factors influencing the unmeasured result in SIADAP – The particular case of a finance service
Abstract
The performance assessment of civil servants contributes to an increase in the efficiency and effectiveness of public administration. With this study, contextualized in brief allusions, the principle of equality, the successive structural changes of public administration and the management of human resources, we intend to examine the qualification of human resources in public administration evaluation without, however, sifting through the contents and the structure of the model adopted by the public administration,the SIADAP. (Integrated System of performance evaluation for the function Publish). This evaluation system, transverse in his principles and general rules, the entire public administration, aims for excellence, leadership, responsibility, merit and qualifications, with a view to ensuring internal equity and providing a better service to the citizen.
However, as Ackoff "wrong data it is impossible to extract the right information". This means that it is not enough to ensure the fairness of the system, identify goals and objectives for, then, evaluate the performance of officials who contributed to the success or failure of the implementation of the goals. It is necessary to go further, demanding for a side that in the monitoring of results, that are investigated and analyzed variants, not dependent on individual performance, which affect these results and on the other, to ensure systemic coherence, identify the interconnections or possible consequences between the goals and the targets defined in each organic unit.
So, On behalf of the principle of equality and after being able to identify the strategic vectors of reality in occupying, and the goals that aim to achieve, challenge the reader, evaluated or evaluator, sharpen the observer and critic spirit and leave, in the way of excellence of "new public administration" to the discovery of factors, endogenous or exogenous cyclical, not measurable in the monitoring of results, but that compromise, positive or negative the evaluation of the performance and the consequences that result.
