A Escola Estratégica Portuguesa na Encruzilhada Geopolítica do Século XXI: uma visão contemporânea

Face à sua abrangência teórica e a um ambiente externo e interno caraterizado por uma encruzilhada geopolítica geradora de disrupções e incertezas que limitam a sua liberdade de ação, argumentamos que a Escola Estratégica Portuguesa (EEP) pode contribuir de forma relevante para formular e operacionalizar uma grande estratégia nacional associada à geração, estruturação e utilização de uma estratégia integral de longo prazo por Portugal. Para tal, sugere-se que as definições de Estratégia de 2009 de Silva Ribeiro e a de 2002 de Cabral Couto, sejam adotadas pela EEP, respetivamente, como definição restrita e definição abrangente de Estratégia. Adotando a segunda, mais contemporânea, que inclui organizações que não prossigam objetivos políticos e que não considera a coação indispensável, Portugal poderá formular e operacionalizar uma grande estratégia nacional que recorra à “Teoria dos Três Diamantes do Bem-Estar” para garantir a participação ativa do Estado, empresas e cidadãos no sentido de assegurar os seus fins principais: salvaguardar a segurança nacional, aumentar a competitividade à escala internacional e garantir o bem-estar dos cidadãos. O recurso ao método estratégico, princípios, regras e provas da Estratégia preconizados pela EEP permitirá aumentar a eficácia e a eficiência das modalidades de ação que materializam esta grande estratégia.
