A Taxa Turística como Instrumento de Sustentabilidade Ambiental em Vários Países da União Europeia

A introdução de taxas turísticas tornou-se uma tendência generalizada em vários países europeus, particularmente nas cidades com elevada pressão turística. Estas taxas visam compensar os custos sociais, ambientais e estruturais associados à atividade turística e constituem uma fonte de financiamento importante para os municípios. Em Portugal, o modelo de taxa turística municipal generalizou-se após a sua implementação nas cidades de Lisboa e do Porto, sendo hoje adotado por dezenas de municípios, com valores, regras e finalidades diferenciadas. Os países europeus desenvolveram os seus próprios modelos, baseados numa percentagem sobre o preço do alojamento, como é o caso de Amesterdão e Berlim, e até taxas de acesso para os visitantes que não pernoitam na cidade, como sucede no caso de Veneza. Estas taxas turísticas visam promover a sustentabilidade ambiental, ao permitir que os custos das externalidades negativas do turismo — como a poluição, a pressão sobre as infraestruturas públicas e a degradação do património — sejam parcialmente suportados pelos próprios visitantes. Neste artigo é feita uma análise do modelo português de taxa turística em comparação com os outros países europeus, com particular enfoque em Espanha (Catalunha/Barcelona), França (Paris), Países Baixos (Amesterdão), Alemanha (Berlim), Grécia e Itália (Veneza). O objetivo é avaliar em que medida o sistema português se encontra alinhado com outras práticas internacionais e de que forma pode ser otimizado para reforçar a sustentabilidade dos destinos turísticos.
